Neglect and Abuse in Illinois CILAs

A recent Chicago Tribune article brings to light the issue of neglect and abuse of individuals with disabilities living in group homes known as Community Integrated Living Arrangements, or CILAs. The neglect and abuse of individuals in CILAs is a growing problem as more and more low income adults with disabilities are being moved into these homes. The Tribune investigation found over 1,300 instances of documented harm since July of 2011 and over 40 deaths as a result of abuse or neglect in the last 7 years. Choking incidents and bed sores were among some of the injuries discovered to have occurred from improper care.
